Dawson Student Films Constitution and Bylaws
Article 1. Club Name
The name of the student film club is Dawson Student Films, hereafter referred to as the club.
Article 2. Purpose of the Club
- Provide a positive forum in which students can be creative, innovative, and productive in their prospective area of filmmaking and media interests.
- Increase awareness in the latest developments in the area of video media including career options in a diverse economy.
- Promote and encourage skills development in planning, teamwork, and individual responsibility and productivity.
- Provide a venue for students to learn and use relevant video technology.
- Promote civic awareness through the creation of effective video media and community projects.
Article 3. Membership
- Membership is open to any currently enrolled Dawson County student.
- Only currently enrolled students are allowed to run for club offices.
- Students currently enrolled in other secondary or post secondary schools may also join the club at the request of a current member, but may not run for club offices. These membership requests must be approved by the executive committee and may be terminated by the executive committee at any time.
- Club alumni can return as advisory members for two consecutive years following graduation from a secondary or post secondary institutions.
- Current members may bring up new business during the open floor session of regularly scheduled meetings
Article 4. Officer Positions
- The officers of this club shall be President, Vice President, Secretary, Treasurer and Marketing.
- Officers will be elected for one year by a vote of the club at the end of each term year.
- Officers must be currently enrolled Dawson County students and are current on annual dues.
- Officers cannot miss more than one meeting per quarter.
- An officer may be removed from office by a 3/4 vote at a club meeting.
- If an officer position is becomes vacant for any reason, the club shall hold elections at the next club meeting.
- At inception of the initial club, the first officers will be nominated and voted on at the first official club meeting.
Article 5. Officer Duties
- President - principal officer and is responsible for leading the club in meetings and activities in accordance with guidance established by the Dawson County School System and these bylaws.
- Vice President - shall assist the president in club management, shall preside over club meetings in the absence of the president, and shall perform other duties assigned by the president. The vice president will keep a record of all active projects being undertaken by club members.
- Secretary - shall keep minutes of club meetings, maintain club membership records, and shall perform other duties assigned by the president. The secretary shall maintain an attendance roster for the club records.
- Treasurer - shall maintain all of the financial holdings of the club including maintaining a current balance sheet. The treasurer shall make a financial report to the club on a semi-annual basis or whenever a sponsor or president deems necessary. The treasurer shall make a financial report to the club before the election of a new treasurer or in the event the treasurer leaves office before regular elections.
- Marketing – shall create monthly media assets that include relevant club information, project news, and general activities related to marketing the club and its initiatives.
Article 6. Community Sponsors
- Community sponsors will be evaluated and approved for membership by the executive committee.
- Sponsors may vote in meetings and participate in all club activities.
- At least one sponsor must be present at all official club meetings.
- A sponsor will be responsible for supervising elections and maintaining order within the club.
- A sponsor will work closely with the club officers in business matters of the club, including evaluation of media projects.
Article 7. Executive Committee
- The executive committee will be composed of all club officers and active community sponsors.
- The executive committee will meet as required to make club decisions that do not need a majority vote of all club members.
- Meetings will be called as necessary.
- The executive committee will be responsible for oversight and approval of club expenditures.
- The committee will be responsible for review and unanimous approval of all media produced by club members before it is officially released.
- This committee may recommend the creation of other committees. The additional committees will be created by vote of the club.
Article 8. Voting
- Each member that has paid dues may vote.
- All voting will be done by official ballot and will be tallied by the secretary and approved and validated by the executive committee.
- All proposed changes (amendments) to these bylaws must be approved by a majority of the club.
Article 9. Dues
- The Club Treasurer will collect annual membership dues. The dues are $25.00 for annual membership and are to be paid in advance.
- Dues may be changed by a majority of the club.
- Dues paid are non-refundable.
- The dues will go toward expenses not covered by the funds raised by the club.
- Dues will be deposited into the club's general business bank account (Dawson Student Films).
Article 10. General Fund
- The club will provide an annual budget designated for start up costs, activities, events, and other club functions. This fund may cover other costs incurred by the club but cannot be used for the purchase of food and beverages.
- It will be mainly funded by dues and the fundraising activities of the club.
- This fund will be managed by the club and placed into the club's general business bank account (Dawson Student Films).
Article 11. Meetings
- General meetings will be held monthly. Meeting locations and times are subject to change by a consensus of the club's officers.
- At least one sponsor is required to attend each official club meeting.
- Specific project meetings will be held as determined by the project teams.
Article 12. Activities
- Video Projects – general project ideas originated from club members will be recommended and voted on by club members.
- Film Festivals and Competitions – individuals may enter festivals or competitions, however any member that will use club resources or assets will need to be recommended and voted on by club members.
- Community Media Projects – media projects that meet the objective of community benefit. At least one major annual project will be recommended and voted on by club members
- School Media Projects – projects that have objectives to create media for school events and/or promotions will be recommended and voted on by club members
- Fundraisers – during the normal operations of the club, fundraisers will be evaluated and recommendations voted on by the club members
Article 13. Monthly Media Asset
- A monthly media asset will be generated and distributed and or presented to students in various media outlets.
- The content of the media asset may include, but is not limited to; club activities, meeting schedule, articles, project information, club marketing, school events, etc.
- The media asset will also be published on the Dawson Student Films website, distributed through email, and published with other media outlets.
- The media asset will contain factual information and will not contain personal opinions.
- The media asset must be approved by the executive committee prior to publishing.
Article 14. Code of Ethics
- All members will be responsible for their actions and respect others’ work and property.
- Members shall act responsibly and with respect at all times being a positive role model to other students and represent the club in a positive manner in the community.
- Members will be organized, working as a participant in a teamwork environment
- Media produced by club members will maintain standards that would result in a PG rating or less, not be offensive in nature due to race, religion or national origin, and not reflect negatively on any person, company, governmental agency, or social/civic organization.
Article 15. Changes to Bylaws
- Articles in this set of bylaws may be deleted or modified as deemed necessary by a majority of the club.
- Changes to the bylaws will be done as amendments.
- A majority vote is required to make any changes to the club's bylaws.
